UPDATE Legislation will be introduced into the Parliament this year, to require children to be to be fully vaccinated in order to attend childcare and kindergarten from 1 January 2016.The Government’s commitment has been expanded to include kindergartens, and to close the conscientious objector exemption. Australia to stop welfare cash of anti-vaccine parents

The Australian government has announced that it intends to stop welfare payments to parents who refuse to vaccinate their children.

The “no jab, no pay” policy may cost parents more than A$11,000 a year per child in lost benefit payments.

Families with children not immunised have been able to receive childcare cash if they have a philosophical or religious objection to vaccines.

PM Tony Abbott said that the rules would soon be substantially tightened.

He said that there would only be a small number of religious and medical exceptions to the new rules – supported by the Labor opposition and due to come into effect in early 2016.

Vaccine Exemptions in Australia

Vaccination is not compulsory in Australia, so the decision not to vaccinate yourself, or your child does not require government registration or justification.

Registering an exemption is voluntary, however, non-vaccinating families eligible and wishing to claim the government benefits linked to childcare or family payment Part A, are currently able to register as a conscientious objector or obtain a medical exemption.

Current exemptions include the following;

  1. Personal, philosophical, religious or medical belief that your child should not be immunised.
  2.  Medical contraindication ie; cannot be vaccinated due to high risk of death or serious injury.
  3.  Proof of acquired natural immunity (blood test results)

Australia has announced plans to halt welfare payments and child care rebates to families that refuse to have their children vaccinated — an aggressive move aimed at clamping down on a rising number of parents who opt out of immunizations.

Prime Minister Tony Abbott said that the government was closing a loophole and would stop payments of up to $11,500 per child (15,000 Australian dollars) for parents who don’t get their kids immunized by claiming to be “conscientious objectors.”

The Sydney Morning Herald reports:

“From 1 January 2016 people who are registered conscientious objectors will no longer receive either of the two childcare payments — the childcare benefit and the childcare rebate — or the end of year supplement to Family Tax Benefit Part A. …

“People who have medical grounds for not vaccinating will continue to receive government payments.

“But people with religious reasons will have their eligibility for government payments tightened.”

Medical Exemption

A person can obtain a medical exemption to vaccination if they are undergoing treatment that compromises their immune system ie, chemotherapy, or presents with a vaccine contraindication as listed by the manufacturers product disclosure insert. It must be noted that an individual with a prior personal or family history of a serious vaccine injury may no longer be sufficient grounds for a medical exemption. Vaccine inserts once listed family adverse events as a contraindication, and was removed to improve vaccination uptake.

In seeking a medical exemption from a vaccine provider, be prepared to provide detailed health records including; test results, receipt of referrals/consultations/treatments, photographic/video evidence (before/after), carer/school/medical incident or adverse event reports. If you know or suspect your child has acquired natural immunity, this can be confirmed with a blood test, which provides exemption for the associated vaccine.

In Queensland, it remains the discretion of individual childcare providers to cite a child’s vaccination status before enrollment. Earlier this year, this freedom was challenged in the state of NSW and QLD with a proposed amendment to the Public Health Act 2010, requiring parents to provide evidence (not participation) of the vaccination status of children, to enroll their child in child care. Non-compliance will result in a $4000 fine to the childcare centre. (In red…the proposal that failed”

New South Wales: Since January 2014, a NSW childcare centre can refuse to enroll a child whose parents or guardians cannot show proof of vaccination or provide an approved exemption. NSW Health Minister Jillian Skinner says parents who are seeking an exemption will first need to speak to a general practitioner. Childcare centres will face fines if they do not complete checks to ensure a child is vaccinated, or that they have exemption.
